This is due to the way the latest builds of MT4 are handling permissions to get around this you will need to right click the uninstaller icon in the MT4 folder and open properties. From there click the compatibility tab and tick the allow non administrators to run this box. (you may instead have the option to tick a run as administrator instead).

Once you have done this you will be able to uninstall the application like normal.
